EO 1, signed by Mayor Bass on January 13, 2025 and revised March 18, 2025, suspends certain City-level discretionary reviews (like CEQA and Coastal Act) and establishes streamlined processes for fire-damaged properties—allowing for quicker cleanup, permitting, and rebuilds

A like-for-like rebuild must:

  • Be at the same location and same use (e.g., residential),

  • Not exceed 110% of the previous structure's size, height, or footprint,

  • Meet current Building, Fire, and Health codes while bypassing zoning reviews

Eligible projects must start within 7 years of EO 1 (i.e., by Jan 13, 2032) and be completed within 3 years of initiating permits—though extensions are possible

  • A Debris Removal Task Force (City’s Public Works + CalOES/FEMA) handles debris & hazardous materials under EPA, Clean Air, and Porter-Cologne standards mayor.lacity.gov+1mayor.lacity.gov+1.

  • A Watershed Hazards Task Force evaluates flash-flood and landslide risks and recommends mitigation measures

No. You only need to notify LADBS online if demolishing fire-damaged structures via the City debris removal program—no extra demolition permit required

Yes. A pilot Self-Certification program (EO 6 / April 22, 2025) allows qualified architects to submit plans without plan check—full inspections still apply
